# How to coordinate an import with your own customs broker and trucker

Define who orders, performs and approves each step before the shipment starts. Share one operating brief with the forwarder, broker, trucker and consignee, then track customs release, pickup, delivery and empty-container return separately. OVRSEA can coordinate these interfaces within the agreed scope.

## How OVRSEA supports this arrangement

OVRSEA can coordinate imports even when the customer appoints the customs broker or road carrier. The parties agree which documents OVRSEA passes on, which confirmations it follows and who decides when a plan changes. The exact role depends on each contract and mandate. A single contact point is useful only when the underlying responsibilities remain clear.

## Who is authorised to do what?

Write down who orders each service, who performs it and who can approve additional cost. The party that collects updates is not necessarily authorised to file a customs declaration or alter a truck booking. Check the customs broker's mandate and form of representation under the rules of the country of clearance; do not assume a mandate in one jurisdiction applies elsewhere.

Use an operating brief alongside the contracts. Name primary and backup contacts, working hours and time zones, the exchange channel, site access rules and decisions that need the shipper's approval. Have each provider confirm the brief before the first move.

## Which confirmations should be exchanged before pickup?

| Step | Information needed | Evidence to keep |
|---|---|---|
| Cargo ready | Reference, packaging, location and ready date | Shipper's confirmation |
| Customs | Required documents and file status | Receipt and processing update from the broker |
| Container pickup | Release reference, terminal and availability | Trucker's acceptance |
| Delivery | Slot, access and unloading equipment | Consignee's accepted appointment |
| Empty return | Approved depot and return conditions | Depot receipt or system event |

A sent document is not an accepted instruction. Show separately when it was sent, received and approved. When information is missing, name its owner and the next follow-up time.

## How should terminal release and delivery be prepared?

Before dispatching the truck, verify customs release, carrier release, physical availability, pickup reference and the delivery appointment. Vessel arrival confirms none of these on its own. Give the trucker and consignee consistent addresses, contacts, access constraints and unloading instructions. Resolve a carrier's objections before confirming an impossible slot.

For electronic updates, agree on event names. The [DCSA Track & Trace standard](https://dcsa.org/standards/track-and-trace) offers a common vocabulary; using it does not prove every party receives every event.

## What happens when a document or provider is missing?

Suppose the broker reports a missing document after the consignee has accepted a delivery slot. Identify who can supply it, ask the broker for a processing estimate and confirm with the trucker and consignee whether the slot still works. Keep the request, replies and decision. If a replacement service is needed, record the reason, price and person authorised to approve it. An urgent situation does not create unlimited spending authority.

Delivery and empty return are separate milestones. Close the operational file after the return evidence is attached, while flagging any remaining charges or claims. [Discuss your provider setup with OVRSEA](https://www.ovrsea.com/insights/en/talk-to-an-expert).

## FAQ

### Can I keep my customs broker when changing freight forwarder?

That arrangement should be reviewed with both providers. Confirm the broker's authority, the documents it needs and the actions assigned to each party before the first shipment.

### Who instructs a trucker appointed by the importer?

The operating brief should name the contracting party and the people allowed to change the job. A coordinator may relay instructions within an agreed scope, but does not automatically take over the road contract.

### Does the job end when the goods are delivered?

Not for a container move. Track the approved empty-return depot, the applicable deadline and the proof of return separately from delivery of the goods.
