Which documents and release confirmations does a US importer need before delivery?

Prepare the commercial invoice, packing information, transport references and product-specific documents before the goods arrive. Assign the broker's authorization and any ocean ISF separately. For delivery, verify government release status, carrier release, physical availability and the receiver's appointment as distinct confirmations.

Prepare the US entry file while the goods are still at origin. Then track the arrival handoffs individually: the broker's filing status, government release, carrier release, cargo availability and delivery acceptance. A supplier sending an invoice, a vessel arriving and a truck being dispatched are different events.

What should the broker receive before an Asia-US shipment arrives?

Ask the broker to confirm the entry requirements for the transaction and product. US Customs and Border Protection (CBP) lists the commercial invoice, packing list if available, shipping documents and any required special documents in its formal-entry guidance. The same guidance calls for the appropriate bond arrangements to be addressed. CBP formal-entry guidance, checked October 19, 2026.

File component Check with the responsible party
Importer identity Correct entity and identifier; any required identity update or CBP Form 5106
Broker authorization Who grants the authorization and which work it covers
Commercial invoice Clear product descriptions, quantities, values and invoicing party
Packing information Packages, marks, dimensions and weights match the physical cargo
Transport references Relevant bill of lading or air waybill details match the file
Product information Classification, origin and any required agency documents have been reviewed
Bond arrangement, where applicable Broker confirms the arrangement needed for this entry

An importer identifier is not a product permit. CBP explains that it does not require a general importer license, while other agencies may require a license, permit or certification depending on the goods. Have the broker identify those requirements before dispatch. CBP importer guidance and invoice requirements, checked October 19, 2026.

Which preparation differs between ocean and air cargo?

Arrival mode Specific preparation to assign Confirmation to obtain
Ocean Applicable Importer Security Filing (ISF), bill-of-lading release arrangements, terminal or deconsolidation handoff Filing status, document-release conditions and availability source
Air Air waybill references, arrival handling and import-entry instructions Cargo-handling location, release conditions and availability source

ISF is advance security information for vessel cargo, separate from the entry and the carrier's transport document. For a standard ISF-10 shipment, eight elements are due no later than 24 hours before loading aboard the vessel destined for the US. Stuffing location and consolidator data follow a separate timing rule. Have the filer confirm category, deadlines and exceptions; air cargo is outside this ISF requirement. CBP ISF guidance and mode scope, checked October 19, 2026.

Ask each provider for the status it actually controls. A security-filing acknowledgment does not establish that CBP has released the goods for delivery.

What should be confirmed before sending a truck?

Use an arrival checklist with an owner, evidence and last-check time for each line. Apply it to the actual shipment and any additional agency holds.

Milestone Evidence to obtain What that evidence does not establish by itself
Government release status Broker's confirmation of applicable release and outstanding holds Carrier release or physical pickup availability
Carrier release Confirmation that the applicable document/payment conditions are satisfied Completion of government controls
Cargo availability Terminal, CFS or air-cargo handler's pickup status Receiver's ability to accept the delivery
Pickup plan Accepted trucking instruction, references and access details A confirmed receiving appointment
Delivery Receiver's accepted appointment, then receipt evidence Empty-container return or completion of entry follow-up
Empty return for a container Approved location and return evidence under the agreed arrangement Closure of all invoices or customs matters

A container freight station (CFS) may handle the unpacking of shared ocean cargo. Confirm the actual facility when that service is part of the movement.

How should the team handle an arrival exception?

Consider an illustrative air shipment from an Asian supplier: the aircraft has arrived, but the broker is still waiting for a clearer product description. The buyer obtains the information from the supplier, the broker reviews the file, and the arrival coordinator checks whether the pickup and receiving appointment remain workable. No guaranteed processing time can be inferred from the flight's arrival.

For an examination, CBP explains that the importer may bear preparation, handling, movement or storage expenses even though CBP does not ordinarily charge for the examination itself. CBP importer guidance, checked October 19, 2026. Obtain the operational scope and keep the approval and revised delivery instructions with the shipment record.

How should the importer close the transport handoff?

Keep delivery evidence and, for containers, return evidence alongside the invoices and unresolved questions. Distinguish physical completion from any later entry or financial follow-up. For the general provider-coordination method, see coordinating an import with your own broker and trucker.

FAQ

What if the supplier sends a corrected invoice after the entry work has begun?

Send the corrected version to the broker and identify what changed. Ask the broker which submitted data needs review or correction, and keep the document history rather than silently replacing the original file.

Does proof of delivery finish the customs file?

Proof of delivery records receipt of the goods. Entry follow-up, financial reconciliation or questions from the broker can remain open after physical delivery, so track those separately.

Who should approve costs when a shipment is selected for examination?

Name the importer contact who can approve the operational work and ask for the relevant handling, transport and storage terms. An examination can change the delivery plan; keep the broker, trucker and receiver informed of the resulting instructions.
