India export documents and the freight quotation file

Prepare the commercial and cargo facts for the quotation first, then track the customs and transport documents at the stage when each is needed. India's core export file includes the commercial invoice and packing list, the relevant transport document and the applicable export declaration. Add product-specific requirements and agree the destination data with the importer.

OVRSEA · 21 October 2026

Build an India-Europe export file in stages. A freight quotation needs accurate product and packed-cargo information; customs and transport documents must then be prepared, checked and accepted at their respective deadlines. Keep an owner, version and required stage against every item.

India's Directorate General of Foreign Trade (DGFT) identifies the core export documents in Foreign Trade Policy paragraph 2.06: the relevant transport document, commercial invoice and packing list, and Shipping Bill, Bill of Export or Postal Bill of Export as applicable. Product-specific requirements can add documents. DGFT chapter 2, consulted 19 October 2026.

What should go into the first quotation request?

The final bill of lading or air waybill may not exist when you request a price. Send the information needed to assess the proposed service, and identify estimates that still need confirmation.

Field Information to supply
Parties Exporter, manufacturer if different, buyer, consignee and contacts for the shipment
Product Clear description, composition/use, proposed tariff code and value/currency
Cargo Package count, packed dimensions, gross weight and stackability
Locations Actual pickup address, delivery address, loading and receiving restrictions
Timing Packed cargo ready date, buyer deadline and flexibility
Commercial scope Agreed delivery term, named place/version and who books each leg
Special handling Batteries, hazardous properties, temperature or unusual dimensions, where relevant

State when dimensions or weights are provisional and when you will supply the final values. A price based on smaller cartons may need revision when the actual packed cargo is measured. The consolidation guide adds a supplier-by-supplier structure for multiple collection points.

What must the exporter and customs broker check?

Confirm the exporting entity's Importer-Exporter Code (IEC) and current status, unless a relevant exemption applies. DGFT's policy and Handbook of Procedures chapter 2, paragraph 2.07, consulted 19 October 2026, distinguish the general requirement from exempt categories.

Check the product's current export policy and any licence, certificate or other condition. Ask the broker and your bank what customs-location and Authorised Dealer code arrangements apply. Mumbai Customs includes AD code registration in its export preparation guidance; confirm the applicable process for the port or airport you will use.

Have the export team reconcile the commercial invoice and packing list before declaration data is submitted. A useful description identifies the goods; phrases such as "samples" or "accessories" alone may leave their material and use unclear.

How do filing, permission to export and departure differ?

Stage Evidence to retain
Declaration data checked Approved information and the person who checked it
Shipping Bill filed Filing reference and acknowledgement
Customs questions or checks Responses, requested supporting documents and status
Permission to export Let Export Order or the applicable customs release evidence
Carrier acceptance and departure Transport references and confirmation for the actual movement

The Mumbai Customs export procedure, consulted 19 October 2026, separates Shipping Bill processing from the Let Export Order. It also describes amendments according to the stage reached. A change in quantity after filing should therefore trigger a discussion with the customs broker, not just an updated spreadsheet.

Keep the local procedure confirmed by the responsible broker. The table identifies milestones without assuming that every shipment receives the same examination or follows the same local handling path.

Which transport documents and deadlines need separate owners?

For ocean freight, shipping instructions (SI) supply the information used to prepare the bill of lading (B/L). Check the draft with the appropriate commercial parties and confirm the agreed document release arrangements. For air freight, check the air waybill (AWB) details against the export file.

For packed containers within the International Convention for the Safety of Life at Sea (SOLAS) requirement, verified gross mass (VGM) is the verified weight of the packed container. The International Maritime Organization places responsibility on the shipper defined by those rules. VGM must reach the relevant parties in time for stowage planning; it is a loading condition, not an entitlement to loading. IMO VGM guidance, consulted 19 October 2026.

Record SI, VGM, cargo receiving and gate-in cut-offs separately, with time zones. After a sailing change, recheck the affected references and deadlines. The existing ocean documents guide develops that transport-document workflow.

What should the destination importer receive before arrival?

For an EU destination, send the importer and its customs representative the agreed commercial documents, useful product descriptions and supporting origin or compliance evidence. Confirm who supplies the data for the entry summary declaration, the safety and security filing, and by what deadline for the actual mode. Keep that filing separate from the import declaration.

The European Commission's import guide, consulted 19 October 2026, describes these documents and product checks. EU rules do not cover every European destination.

Ask your finance team to identify the records required for the transaction's tax treatment, export proceeds and any benefit claimed. This checklist does not assume entitlement to a refund or export incentive.

How can you keep the file usable when something changes?

Use one current version of the shipment data and retain superseded versions. Record who approved a correction, who received it and whether the receiving party accepted it. An uploaded file is not evidence that customs, the carrier or the buyer has approved its contents.

Illustrative situation: an exporter near Tiruppur reduces an order after packing because some cartons fail its own quality check. Reconcile the remaining goods with the invoice and packing list, then ask the broker and forwarder which declarations, instructions and capacity assumptions must change. Keep the buyer informed of the revised quantities and departure plan.

FAQ

Can an Indian commercial invoice and packing list be separate documents?

DGFT's Foreign Trade Policy paragraph 2.06 accepts separate commercial invoice and packing-list documents as well as the combined format. Keep the parties, product descriptions, quantities and references consistent. Check whether the buyer or payment arrangement requires a particular presentation.

Do I need a certificate of origin for every export to Europe?

Confirm the document required for the specific product, destination, customs treatment and commercial arrangement. A certificate requested by a buyer and proof supporting a preferential tariff claim serve different purposes. The Indian exporter should agree the correct evidence with the destination importer before dispatch.

Does an IEC also serve as an EU EORI number?

An Importer-Exporter Code is issued within India's DGFT framework. An Economic Operators Registration and Identification number belongs to the EU customs system and is required according to the operator's activities. Identify the exporter, importer and declarant rather than substituting one identifier for the other.
